Board Meeting Minutes
April 10, 2008

Call to Order:

President Jack Miller called the meeting to order at 8:30 a.m.

 

Present: Ashby, Blair, Elkin, Foehner, Gaines, Lankford, Miller, Rayne, Rich, St.John, Turbeville and Zoch.

 

Absent:   Bostock, DeFoor

 

Sergeant at Arms:  B. D. Bashaw

 

 Determination of Quorum: 

Secretary Gaines advised there was a quorum.

 

Prayer:  Bill Elkin                Pledge of Allegiance:  A. L. Blair   

 

Recognition of Guests / Approval of Attendance:  

None

     

Minutes of Previous Meeting: 

·        Correction:  1,100 letters were mailed in January.

·        Motion by Zoch, 2nd by Rayne to approve the minutes. Voice Vote.  Motion Carried.

 

Treasurer's Report - Jim St. John:

·        Foehner moved to approve the Treasurer's Report as printed.  Voice Vote.  Motion Carried. 

·        Foehner suggested moving $20,000 from the checking account into a higher yield CD.

o       Motion by Foehner, 2nd by Ashby to move $20,000 from the checking account into a CD.  Voice Vote.  Motion Carried.

 

President's Comments - Jack Miller:

·        Miller contacted the Board Members up for election in August.  Each member said they would run for office again.  Thank you.

·        Sergeant Chuck Gonzalez, assigned to the Human Resources Phase Down Division, will be at the general meeting to discuss insurance as it pertains to those retirees in Phase Down and DROP.

·        HPOU President Gary Blankinship has been invited to attend our May general membership meeting.

o       Motion by Turbeville, 2nd by Foehner to approve Sergeant Gonzalez and Officer Gary Blankinship to attend the general membership meetings.  Voice Vote.  Motion Carried.

 

Executive Director - Bill Elkin:

·        Attorney Jan Rich will attend the Special Called Board Meeting April 15th, with Rick Ashwood.

·        City of Houston has mailed out the insurance packages.

·        Met with Senator Diagos.

·        Received two bids to print 200 HPROA Membership Directories:

o       Capital Printers bid $6.95 per book.   

o       Pasadena Printers bid $4.75 per book.

§        Motion by Foehner, 2nd by Zoch to have 200 HPROA Membership Directories printed by Pasadena Printing.  Voice Vote.  Motion Carried. 

 

Unfinished Business:

·        Foehner presented the Recruitment Incentive Plan for discussion.  Any current HPROA Member who recruits a New Member would receive a $25 credit certificate to be used toward his annual $75 membership fee. The New Member must indicate the name of the recruiting HPROA Member on his membership application.  Discussion to allow the recruiting member to give the $25 credit to another member.

o       Motion by Foehner, 2nd by Ashby to use the Recruitment Incentive Plan. 

o       Motion by Lankford, 2nd by Ashby to resend the previous motion.  Voice Vote.  Motion Carried.

o       Motion by Foehner, 2nd by Ashby to accept the original Recruitment Incentive Plan.  Voice Vote.  Motion Carried.

·        St.John requested Board Members provide serial numbers on any HPROA equipment in their possession at the May meeting.

 

Good and Welfare of the Association and Members:

·        Zoch thanked Miller and Blankinship for their efforts to mend fences between the HPOU and the HPROA.

·        Ashby commended Foehner for taking the initiative in formulating a Recruiting Incentive Plan.

·        Rayne stated he had been invited by the HPOU to interact with their PAC to screen political candidates.

·        St.John suggested that during the HPROA Plaque Presentation that both retired and active officers stand and face the deceased officer's family as a sign of respect.  The FAC will contact Matt Perales for his recommendations.

 

Motion by Ashby, 2nd by Zoch to adjourn the meeting at 9:20 a.m.
