Call to Order:
President Jack Miller called the meeting to order at 8:30 a.m.

Ø Gary Rowe, Houston Badge Company, presented a variety of retired badges for consideration.
Minutes of Previous Meeting:
Motion by Zoch, 2nd by Rayne to approve the minutes as printed. No discussion. Voice Vote. Motion Carried.
Treasurer's Report - Jim St. John:
Foehner moved to approve the Treasurer's Report as printed. Voice Vote. Motion Carried.
Executive Director - Bill Elkin:
Ø HPOPS approved a 3.12% Cola effective the check at the end of April.
Ø HPROA 2007 IRS Taxes were $314.
· HPROA enjoyed a tax credit up until now.
· A Quarterly Tax Payment of $547 has been established.
Ø Due to an oversight the gas mileage allowance has not been adjusted since 2006. The IRS gas allowance for 2007 was 48.5 cents per mile and 50.5 cents per mile in 2008.
· The following gas mileage adjustments were recommended.
o $152.92 - Cathy Buckles
o $ 26.68 - Nelson Foehner
o $ 91.94 - Forrest Turbeville
o $ 19.82 - Steve Lyons
o $ 446.55 - Bill Elkin
· Motion by Bostock, 2nd by Lankford to adjust the gas mileage allowance for 2006 and 2007 in the amount of $737.91. Called Vote. Motion Carried.

· Approved two signed checks to be held for Conroe Reunion.
· January mail out was a success.
Unfinished Business:
Ø Discussion regarding the Colorado property bequeathed to the HPROA by member Rick Ashwood.
· Called Special Board Meeting with Rick Ashwood and the attorneys on April 15, 2008 at the HPOU Building to discuss the concerns and legalities.
Ø Stefanie Leonard stated the Surviving Spouse Luncheon was very successful. Thirteen people donated items toward the door prize drawings. Letters of appreciation have been sent. Please thank those who donated and those who contributed to the success of the luncheon.
New Business:
Ø Foehner suggested a plan to recruit new members. He handed out a proposal for Board Members to review and discuss at the April meeting.
Ø Discussion regarding substation bulletin boards.
Good and Welfare of the Association and Members:
Ø Steve Rayne stated request have been received by Crime Stoppers for donations. Bi-Laws forbid donations of this type.
Ø Nelson Zoch recommended the HPROA make a donation to Kelly Siegler, candidate for Harris County District Attorney.
Ø Ed Mitchell requested he be notified of prospective members so he can contact them and provide membership forms.
