Board Meeting Minutes
Sept. 11, 2008

Call to Order:

1st Vice-President Doug Bostock called the meeting to order at 8:30 a.m.  President Jack Miller was under mandatory evacuation.

 

Present:

Ashby, Blair, Bostock, Elkin, Foehner, Gaines, Lankford, Rayne, Rich, St.John, Turbeville and Zoch.

 

Absent:  J. DeFoor, Jack Miller

 

Sergeant at Arms:  B. D. Bashaw

 

Determination of Quorum: 

Secretary Gaines advised there was a quorum present.

 

Prayer:  Doug Bostock   Pledge of Allegiance:  Bill Elkin

 

Recognition of Guests / Approval of Attendance:   

No Guest

    

Minutes of Previous Meeting: 

Ø     Motion by Lankford, 2nd by Foehner to approve the minutes as printed.  Voice Vote.  Motion Carried.

 

Treasurer's Report:

Ø     Motion by Foehner to approve the Treasurer's Report as printed.  Voice Vote.  Motion Carried.

 

Executive Director - Bill Elkin:

Ø     We normally present a token gift with the HPROA logo to the State Senators and Representatives at the beginning of the January Legislative Session.  This year we will present HPROA cold drink cozies.  Sal Gambino will sell us 375 cozies at cost, which would total $460.06.

Ø     A Seattle, Washington peace officer was arrested and indicted in Sturgis, South Dakota for carrying a firearm although he had the Federal right to carry.

Ø     The Police Academy Pistol Range is going to try to complete all the paperwork for retired officers' firearms certification at the range.

Ø     Candidate for Harris County District Attorney C.O .Bradford's representative requested a meeting with the Political Action Committee for an endorsement.

Ø     D.A. Miller has contacted the Police Academy and received permission to hold our Spring Reunion in the gym at the Academy. Albert and Mary Nichols will host the reunion.

Ø     State Senator Dan Patrick, Representative Allen Fletcher and Joan Huffman, Candidate for Senate District 17, will be attending the regular business meeting.

 

Unfinished Business:

Ø     Stefanie Leonard requested $1,322 from the Surviving Spouses Luncheon Budget to purchase 300 additional Challenge Coins.  So far $1,922 has been raised from the sale of Challenge Coins.

·            Motion by Foehner, 2nd by Zoch to authorize the expenditure of $1,322 from the Surviving Spouses Luncheon Budget to purchase 300 additional Challenge Coins.  Voice Vote.  Motion Carried.

 

New Business:

Ø     Zoch stated he found several errors in the Retired Badge.  He discussed reoccurring problems with the printer and hopes to prevent future mistakes.

Ø     Each person attending the reunions receives a numbered ticket to be used in the two $50 and four $25 door prizes awarded by the HPROA.

Ø     Foehner proposed a $5 voluntary donation to a separate raffle at the Fredericksburg Reunion.  Participation would be restricted to HPROA Members and Spouses.  A separate ticket would be issued to those who choose to participate.  The voluntary raffle would be handled in a separate drawing with $100 prizes.  The drawings would continue until all the money had been awarded.  The discussion was tabled until the October meeting.

Ø     St.John suggested we consider doing something different to increase interest in the reunions.  Since the Spring Reunion will be held at the Police Academy, anything like a Casino Day would have to be approved.  Discussion.

           is received.  Motion Carried.                       .

Ø     The September Membership Update indicates six members were reinstated as a result of phone calls made by Board Members.

Ø     Representatives from Texas Plus and the City of Houston Benefit Office will attend the Business meeting today.

 

Motion by Lankford, 2nd by Foehner to adjourn meeting at 9:20 a.m.
