BOARD MEETING MINUTES
JUNE 12, 2008

Call to Order:

President Jack Miller called the meeting to order at 8:30 a.m.

 

Present: Ashby, Blair, Bostock, Elkin, Foehner, Gaines, Lankford, Miller, Rayne, Rich, St.John, Turbeville and Zoch.

 

Absent:  DeFoor

 

Sergeant at Arms:  B. D. Bashaw

 

 Determination of Quorum: 

Secretary Gaines advised there was a quorum present.

 

Prayer:  Al Blair                  Pledge of Allegiance:  Sue Gaines    

 

Recognition of Guests / Approval of Attendance:   

No guest.

       

Minutes of Previous Meeting: 

Ø       Motion by Zoch, 2nd by Rayne to approve the minutes as printed. Voice Vote.  Motion Carried.

 

Treasurer's Report:

Ø       Motion by Zoch to approve the Treasurer's Report as printed.  Voice Vote.  Motion Carried.

 

President's Comments - Jack Miller:

Ø       Thanked everyone for the words of comfort and the beautiful plant sent to his father-in-law's funeral service.

 

Executive Director - Bill Elkin:

Ø       TMPA is offering members a free $4,000 Accidental Death and Dismemberment Benefit Policy when they choose their Insurance.

Ø       Advised everyone to check the expiration date on their Firearms Certificate.

Ø       In preparation of the upcoming Legislative session Elkin and Steve Lyons attending various political functions.

Ø       Steve Rowe is working on two retired badge prototypes.

Ø       Medicare Advantage Texas Health Springs appears to have an annual drug prescription cap of $5,250. Suggested forming an Insurance Committee to research and study the various City Insurance providers.

 

Unfinished Business:

Ø       Turbeville checked with Matt Perales, HPD Family Assistance Committee, regarding protocol for active and retired officers rising and facing the family of the deceased officer during presentation of the HPROA plaque.  Perales suggested officers stand during the presentation only if there is an impressive number of officers' attending the funeral.

·         Motion by St.John, 2nd by Rayne for active and retired officers to rise and face those receiving the HPROA plaque if there is an impressive number of officers' attending the funeral.  Called Vote.  Motion Carried.

Yes:     Ashby, Blair, Bostock, Foehner, Gaines, Lankford,   Rayne, Rich, St.John, Turbeville, Zoch. 

No:        None

Absent: DeFoor

Ø       In an attempt to improve attendance at the June Crockett Reunion, Rayne mailed 300 fliers to those retirees in the area for a total cost of $225.

Ø       Zoch stated he had contacted HPROA members who are willing and able to assist the FAC in attending funerals and presenting the HPROA plaques.   The volunteers will receive guidance from the FAC and HPD Family Assistance Officer Matt Perales.

·         James Shirley, Dale Dugger, and Larry Camp volunteered to assist the Hill Country retirees. 

·         Chuck Smith and Bob Sieckmann volunteered to work with East Texas retirees.

·         Zoch complemented Nelson Foehner and Forrest Turbeville for creating a plan to provide these volunteers with the HPROA plaque, presentation folder and letter head paper for presentation at the funeral services. 

Ø       Miller thanked the Board Members for the way they worked together to solve problems and implement new programs.

Ø       Elkin stated Election Ballots for the August election will be mailed to all HPROA Members.

  

New Business:

Ø       St.John stated the 2004 Guidelines for the Board of Directors Expense Account forms were to be submitted weekly.  The weekly reports generate a lot of extra paperwork.  He suggested the Expense Account Reports be submitted on a monthly basis.

·         Motion by St.John, 2nd by Foehner to implement a Monthly Expense Report instead of a Weekly Report effective in July, 2008.  Voice Vote.  Motion Carried.

Ø       St.John will take copies of the new expense reports to the Crockett Reunion.

Ø       Lankford suggested having a presentation at one of the monthly meetings explaining types of wills and the different types of bank accounts.  Perhaps contact a HPOPS representative to present this type of information to our membership.

Ø       Northeast Retirees meet for breakfast at the Golden Corral, Hwy. 59 at 1960, in Humble on the first Saturday of each month at 8:00 a.m.

Ø       Ashby has sent three broadcasts asking if anyone wants to carpool to the monthly meeting or to a reunion.  The question will be kept on the front page of the website. 

 

Entertainment Chairman D.A. Miller:

Ø       Discussion regarding moving the Houston/Conroe reunion from the Conroe KOA due to the increase in the rental fee to $3,000.

Ø       The Houston/Conroe Reunion is scheduled for February.  We need a location, perhaps the Police Academy, as well as a host and hostess for the reunion. 

Ø       Discussion regarding hosting two annual reunions and replacing the Houston Reunion with a lunch at one of the monthly general membership meetings. 

Ø       Miller suggested tabling the discussion for now and readdress in July after more research.

 

Good and Welfare of Association:

Ø       St.John stated the HPROA has $19,000 in a Savings Account at the Houston Police Federal Credit Union. Discussion regarding disposition of these funds.  Item will be placed on the July agenda.

 

Motion by Bostock, 2nd by Rayne to adjourn the meeting at 9:10 a.m.
