Board Meeting Minutes

 

July 10, 2008

 

Call to Order

President Jack Miller called the meeting to order at 8:30 a.m.

 

Present:

Ashby, Blair, Bostock, Elkin, Foehner, Gaines, Lankford, Miller, Rayne, Rich, St.John, Turbeville and Zoch.

 

Absent:  DeFoor.

 

Sergeant at Arms:  B. D. Bashaw.

 

 Determination of Quorum: 

Secretary Gaines advised there was a quorum present.

 

Prayer:  Bill Elkin               Pledge of Allegiance:  Nelson Foehner   

 

Recognition of Guests / Approval of Attendance:  

No guest.

     

Minutes of Previous Meeting: 

Ø      Motion by Foehner, 2nd by Turbeville to approve the minutes as printed.  Voice Vote.  Motion Carried.

 

Treasurer's Report:

Ø      Motion by Foehner to approve the Treasurer's Report as printed.  Voice Vote.  Motion Carried.

 

President's Comments - Jack Miller:

Ø      Forming a new Insurance Committee to research the various insurance companies and interview insurance representatives.  Max Lankford will Chair the Insurance Committee.

Ø      Discussion regarding advisability of continuing the February Houston area reunion and alternative sites. 

·         Motion by Rayne, 2nd by Foehner that we continue to host three (3) annual reunions with the Houston area reunion in February to be held at the Police Academy.  Roll Call Vote.  Motion Carried.

Ø      Thanked Steve Rayne for the outstanding job of organizing the Crockett Reunion.  We had some success with the mail out to our East Texas members.

 

Executive Director - Bill Elkin:

Ø      Chairman Eickenhorst and the Election Committee are preparing the August election ballots mail outs.

Ø      The Eligibility Affidavit for Honorably Retired Police Officers Federal Permit Only on page 15 of the Retired Badge needs to be amended to include where to send the affidavit after it has been completed and notarized.  The information will appear in the next issue.

Ø      Consider including a State of Texas Affidavit in the next issue of the Retired Badge. 

Ø      The Federal and State permits are different.

Ø      John Lawson, HPOPS Executive Director, stated a representative would be glad to address a future general membership meeting regarding Wills and Investments.  These services are free of charge to Active and Retired HPD Officers and families.  Bostock used HPOPS services to draw up his Will and was impressed with the quality and professionalism.

Ø      Discussion regarding providing additional benefits to HPROA Members perhaps in the form of some type of insurance policy. 

 

New Business:

Ø      Lankford stated when he signed up for the Accidental Death Policy with TMPA American Income Life Insurance; a representative came to his home. He received a family information guide, a helpful pamphlet and information for a funeral benefit plan.  It cost the TMPA nothing to provide an Accidental Death Policy to members. The insurance company makes their profit by selling additional insurance policies to members such as a Funeral Expense policy.

Ø      Sal Gambino displayed shirts with a new HPROA logo. There is a $50 one time charge for changing the logo.  The estimated cost for each shirt would be $33 with an additional $6 for adding a name.

Ø      Discussion regarding HPROA cozies.

Ø      St. John recommended HPROA cover the cost of the meal at the reunions for members and their spouses.  HPROA Members would present their membership card to be eligible for the free lunch.  Cathy would have an up to date membership rooster for those members who might not have their cards with them.  HPROA Membership Applications would also be available for non-members.

·         Motion by St.John, 2nd by Rich, for the HPROA to pay for meals at the next three reunions for members and their spouses provided they are current HPROA Members.  Roll Call Vote.  Motion Carried.

Yes:       Blair, Bostock, Lankford, Rich, St.John, Zoch

No:         Ashby, Foehner, Gaines, Rayne, Turbeville

Absent:  DeFoor

Ø      Zoch suggested the HPROA do something special during Police Week for the families of those Officers killed in the line of duty.  The families meet at the HPOU Building for transportation to the Memorial Service.  The HPROA could host a small reception at the HPOU Building.  It would encourage the families, be good public relations for our organization and possibly attract prospective members.

Ø      Rayne suggested the HPROA place an ad in the Badge and Gun. Miller will discuss the matter with Gary Blankenship.

Ø      Judge Pat Lykos, Candidate for Harris County District Attorney, will attend the general membership meeting today.

 

Motion by Bostock, 2nd by Ashby to adjourn the meeting at 9:20 a.m.
