HOUSTON POLICE RETIRED OFFICERS ASSOCIATION
AUGUST 14, 2008
BOARD MEETING MINUTES

Call to Order:

President Jack Miller called the meeting to order at 8:30 a.m.

Present:

Ashby, Blair, Bostock, DeFoor, Elkin, Foehner, Gaines, Lankford, Miller, Rayne, Rich, St.John, Turbeville and Zoch.

Sergeant at Arms: B. D. Bashaw - Absent

Determination of Quorum:

Secretary Gaines advised there was a quorum present.

Prayer: Bill Elkin Pledge of Allegiance: Nelson Zoch

Recognition of Guests / Approval of Attendance:

Motion by DeFoor, 2nd by Foehner to approve attendance of guest

Andy Zoch.

Minutes of Previous Meeting:

Ø Motion by Bostock, 2nd by Foehner to approve the minutes as printed. Voice Vote. Motion Carried.

Treasurer's Report:

Ø Motion by Foehner to approve the Treasurer's Report as printed. Voice Vote. Motion Carried.

President's Comments - Jack Miller:

Ø Thanked the Board Members for their support and assistance with a special thanks to Elkins for his expertise and guidance.

Executive Director - Bill Elkin:

Ø Attended the TMPA Summer Conference as a Past President. The Legal Defense Insurance Fund is solvent and in good shape.

Ø Working with the TMPA Legislative Committee to include retired peace officers in their effort to expand Confidentiality of Public Information for Active Peace Officers to automobile registration, drivers license, etc.

Ø Contacted by a retired officer regarding his Burial Fund eligibility. Suggested the Retired Badge and the Website include information that any officer who paid into the Burial Fund for 20 years and was honorable retired would receive the benefit.

Ø The Pension is @ 3.625 Billion. To date 59 officers have retired with 4 scheduled in July.

Unfinished Business:

Ø Discussion regarding the HPROA sponsoring a reception at the HPOU Building before and after the Police Week Memorial Service for the families and friends of those officers killed in the line of duty. The families meet at the HPOU Building for transportation to the Memorial Service. HPOU President Gary Blankinship stated he would appoint a Board Member to act as liaison with our organization. A reception would encourage the families, be good public relations for our organization, and possibly attract prospective members.

· Motion by Zoch, 2nd by Ashby that the HPROA sponsor a reception during the Police Week Memorial Ceremony for family and friends of officers killed in the line of duty. Roll Call Vote. Motion carried.

Yes: Ashby, Blair, Bostock, DeFoor, Foehner, Gaines, Lankford, Rayne, Rich, St.John, Turbeville, Zoch.

No: None.

Open Discussion:

Ø Foehner stated there were 24 dropped members last month. He suggested Board Members each call two members from the list and invite them to rejoin us.

Ø Membership Chairman Ed Mitchell stated we have a totally disabled member who does not receive a full pension. It was recommended the membership dues be waived for one year.

· Motion by Ashby, 2nd by Foehner to waive the member's annual membership dues for one year. Voice Vote. Motion carried.

Ø Bostock stated he requested all active and retired officers stand during the presentation of the HPROA Plaque at a recent funeral for one of our members. The family felt honored and he received several favorable comments.

Ø Discussion regarding the difference between a political contribution and an endorsement. The Political Action Committee interviews political candidates and allocates the contributions. Endorsements must be approved by a vote of the Board Members.

Ø St.John has contacted insurance representatives regarding some type of benefit for HPROA members. The estimated average age of our membership is 66.6 years.

Ø Max Lankford, Chair of the Insurance Committee, contacted representatives from Texas Plus, Texas Health Spring, Aetna, and the City of Houston Benefit Office. Arrangements have been made for representatives from Texas Plus and the City to attend the September business meeting.

Motion by Zoch, 2nd by St.John to adjourn the meeting at 9:10 a.m.
