Board Meeting Minutes
January 14, 2010

Call to Order:

President Steve Rayne called the meeting to order at 8:30 a.m. 

 

Present:

Ashby, Bashaw, Blair, Elkin, Gaines, Lankford, Miller, Rayne, Rich, Simmons, St. John, Turbeville, Walschburger, Zoch

 

Absent:   None

 

Sergeant at Arms:  Robert Crane

 

Determination of Quorum: 

Secretary Gaines advised there was a quorum present.

Minutes of Previous Meeting and Treasurer's Report: 

Ø  Motion by Ashby, 2nd by Miller, to approve the minutes as printed.  Voice Vote.  Motion Carried.

 

President's Comments - Steve Rayne:

Ø  Occasionally members send additional funds for our Political Action Committee.  For the second year Member Eleanor Tilghman, widow of Charles, contributed the most.  A letter of appreciation was sent to Ms. Tilghman.

Ø  For the first time in memory there were no dropped members last month.

Ø  Several speakers will attend the General Meeting including City of Houston Benefits Department Margaret Baptist, and a representative from KelseyCare Medicare Plan.

 

Executive Director Report - Bill Elkin:

Ø  Pension @ 3.03 billion.

Ø  125 retired in 2009.  7 retired in December, 15 in January and 11 are scheduled in February.

Ø  Discussion regarding displaying the HPROA flag.

o    Flag will be displayed at HPROA meetings, reunions, and all social functions.

o    The flag will not be displayed at most funeral services due to logistical problems and regulations at churches and funeral homes.

o    Entertainment Chairman D.A. Miller will keep one flag and Board Member St.John will keep the other flag. 

v   Motion by Miller, 2nd by Ashby to purchase a $20 Flag Spreader.  Voice Vote.  Motion Carried.

Ø  We have been contacted again this year requesting participation with the Wounded Warrior Program on May 21st.  Last year there were several hundred at Houston Intercontinental to welcome these brave men and women.  More information will be on the HPROA Website and in the Retired Badge.

Ø  Correspondence from Houston Aging Agenda requesting input from our organization with focus on seniors and retirees.

Ø  Request from ALERRT requesting support.  Declined due to lack of information.

 

New Business:

Ø  FAC Chairman Turbeville negotiated a new cell phone to replace the five year old phone provided by the HPROA.

Ø  Discussion regarding providing plaques to the HPD Chaplin, Family Assistance Office, Honor Guards and Solo Motorcycle in appreciation for their assistance to our members and families.

Ø  Turbeville stated Doc Fults' family requested donations be made to the HPROA in lieu of flowers.

Ø  Zoch stated the annual meeting of the Houston Police Burial Fund will immediately follow the General Membership Meeting today.

Ø  Discussion regarding holding HPROA meetings at the Knights of Columbus Hall.  Deceased Member Ed Brossman arrived at the Hall early and had it ready for the monthly membership meeting.

 

Motion by Zoch, 2nd by Miller to adjourn meeting at 9:25 a.m.
