BOARD MEETING MINUTES
JANUARY 12, 2017
Call to Order: President Steve Rayne called the meeting to order at 8:30 a.m.

Present: Ashby, Barnard, Beale, Elkin, Gaines, Kivela, Potell, Rayne, St.John, Toth, Walschburger, Zoch
Absent: Blair, Miller
Sergeant at Arms: Robert Crane
Parliamentarian: Ed Aldridge
Determination of Quorum: A quorum was present.
Treasurer’s Report and Minutes of Previous Meeting:
Motion by Walschburger, 2nd by Kivela to approve minutes and treasurer’s report as printed. Voice Vote. Motion Carried.
President – Steve Rayne:
Member Larry Watts will speak about his new book Dishonored and Forgotten detailing the 1954 narcotics scandal and the murder or suicide of HPD Detective Martin Billnitzer.
HPOPS Candidate Trey Coleman will try to make the business meeting today.
A representative of Secure legacy will be at the March business meeting with information about Secure Legacy, a pre-planned funeral service. Secure Legacy will donate door prizes and pay for part of the August Election Lunch.
HPOPS sent out a second run-off election ballot. The first ballots contained errors and were not counted.
The Police Chief proposed changing the design of the HPD Badge or upgrading the current HPD Badge. The design of the current HPD Badge is over 100 years old. The HPOU is conducting a vote by active HPD Officers for the HPD. The voting will end at 6:00 a.m. Friday, January 20th. Retired Officers are not allowed to vote. Discussion.
Motion by Walschburger, 2nd by Zoch to send HPD Police Chief Acevedo a letter from the HPROA opposing any change from the historical design of the HPD Badge. Called Vote. Motion Carried.

Waiting on Houston Loss and Theft Prevention Board’s decision to donate to the Surviving Spouse Luncheon.
Cancelled the reservation for the Crockett Civic Center.
Discussion regarding the 2017 Budget and increasing the per page layout amount by seventy-five cents.
Motion by Walschburger, 2nd by Ashby to postpone approval of the 2017 Budget until the February 2017 meeting. Voice Vote. Motion Carried.
Executive Director – Bill Elkin
Elkin and Rayne attended the opening of the 85th Legislative Session. Made contact with new members from Houston/Harris County area and other new members from all over Texas. Gave gifts of HPROA computer mouse pads and scratch blocks to the new Legislators. Visited with other elected Representatives and Senators who have in the past given support to those issues of importance to our legislative program.
Jose Barrera cancelled his membership.
HPOPS monthly meeting was cancelled and rescheduled to January 19th.
