HUMBERTO E. MORENO, our beloved father, son of Rafael and Mimi Moreno, Sr. suddenly passed away at his residence on Friday, August 9, 2002 in Houston, Texas. He was to celebrate his 63rd birthday on the 10th of August. A graduate of Austin High School, class of 1959, he also attended the University of Houston. In his incredible life he touched countless lives as a teacher, police officer, federal agent, founder of many Hispanic organizations in Washington D.C., as a lecture at the Houston Police Academy, and as an educator to thousands of applicants for American citizenship. Our father first made his impression on so many lives in Houston as a History, English and gymnastics teacher at the Our Lady of Guadalupe Catholic School in the early 60's. In 1964 he was one of the first Mexican-American police officers to join the City of Houston Police Department (Badge #1774), where he reached the rank of Detective. In 1967 he then joined the Treasury Department to fight the war on drugs as an undercover agent. He continued his career with the Department as it evolved from the Bureau of Narcotics and Dangerous Drugs (BNDD) and into the Drug Enforcement Administration (DEA), where his work as a federal agent took him to Los Angeles, San Diego, Mexico City and finally Washington D.C. In Mexico where he served as the primary liaison between the U.S. and Mexico Attorney Generals, he worked with courageous men and women from the United States, Mexico and Latin America to stop the flow of narcotics into the U.S., and helped lead numerous operations which met with unprecedented success. In 1974, he joined the Immigration and Naturalization Service (INS) to lead a newly formed Anti-Smuggling department under the Carter and Reagan Administrations. In 1982 he founded DOJ AHEAD, whose purpose was to promote and facilitate the advancement of Hispanics within the U.S. government agencies. After 25 years of service, he retired from law enforcement, and worked again in the Reagan Administration, this time as Chief Executive Officer of ACTION, the largest funding agency for volunteer organizations in the world. Retiring to his hometown in Houston in 1980, he spent the last 12 years selflessly volunteering his time and expertise to educate thousands of applicants for American Citizenship with several local social services agencies, including Ripley House and Centro Hispano. He personally produced and recorded course tapes in English and Spanish to prepare applicants for their Citizenship Interviews that continues to be used to day. For the past several years, he has lectured at the Houston Police Academy on Hispanic culture and socialization, now required of every HPD officer, in response to a request for his assistance from the Mexican Consulate to help bring the message of Mexican culture and globalization to the entire Houston Police Department. In addition, he guest lectured at the University of Houston and University of Texas Baylor College of Medicine on public speaking in Spanish and Hispanic Culture. He leaves behind six adoring children, for whom he meant everything as a father, teacher and friend: Mimi Angela, Luis Humberto, Adrienne Ann, Humberto Edmundo, Jr., Frances Ann, Suzanne Marie; a grandson, Joshua, sons-in-law, Deepak and Nicholas three siblings, Maria Herminia Moreno, Rafael Moreno, Jr. and Javier Emilio Moreno, a caring former wife and friend, Irma Nieto Moreno and an army of friends. The Moreno family will receive friends at a memorial service to pay respect to our Father, Grandfather, Father-in-Law, Brother, Padrino, good friend and teacher on Monday, August 12, 2002 at 4:00 P.M. in The Main Chapel at Forest Park Lawndale Funeral Home where friends and family will be welcome to share thoughts and memories celebrating his life.
