The mayor is trying to win the battle of public opinion through the media again by dumping the blame for his tactics onto the poor city employee.<SPAN style="mso-spacerun: yes">&nbsp; </SPAN>This sounds all too familiar.</STRONG></FONT></P><P class=MsoNormal style="MARGIN: 0in 0in 0pt"><o:p><FONT face="Times New Roman"><STRONG>&nbsp;</STRONG></FONT></o:p></P><P class=MsoNormal style="MARGIN: 0in 0in 0pt"><FONT face="Times New Roman"><STRONG>It is a sad circumstance that accepted business ethic today is to make contracts that are never intended to be honored.<SPAN style="mso-spacerun: yes">&nbsp; </SPAN>Some business people make these contractual promises, fully intending never to pay up what they agreed to.<SPAN style="mso-spacerun: yes">&nbsp; </SPAN>When the bill comes due, the attitude is if you don’t like it, sue me.<SPAN style="mso-spacerun: yes">&nbsp; </SPAN>By taking this course, they feel sure they will be able to reduce what they ethically owe, since courts seem to force compromises.<SPAN style="mso-spacerun: yes">&nbsp; </SPAN>These kinds of people consider this dishonesty "good business practices".<SPAN style="mso-spacerun: yes">&nbsp; </SPAN>The present Mayor brings to the City of <st1:City w:st="on"><st1:place w:st="on">Houston</st1:place></st1:City> the business approach to solve the city’s management problems.<SPAN style="mso-spacerun: yes">&nbsp; </SPAN>Kind of scary isn’t it?</STRONG></FONT></P><P class=MsoNormal style="MARGIN: 0in 0in 0pt"><o:p><FONT face="Times New Roman"><STRONG>&nbsp;</STRONG></FONT></o:p></P><P class=MsoNormal style="MARGIN: 0in 0in 0pt"><FONT face="Times New Roman"><STRONG>We need to support our fellow retired city employees anyway we can.<SPAN style="mso-spacerun: yes">&nbsp; </SPAN>Regardless of the outcome of the Municipal Employee’s fight for their rights, we must be ever vigilant and give our support to our pension fund managers and elected trustees as they protect ours.</STRONG></FONT></P><P class=MsoNormal style="MARGIN: 0in 0in 0pt"><o:p><FONT face="Times New Roman"><STRONG>&nbsp;</STRONG></FONT></o:p></P><P class=MsoNormal style="MARGIN: 0in 0in 0pt"><FONT face="Times New Roman"><STRONG>Regarding deals made in <st1:City w:st="on"><st1:place w:st="on">Houston</st1:place></st1:City> that suddenly shows up in <st1:City w:st="on"><st1:place w:st="on">Austin</st1:place></st1:City>, a small controversy occurred after an amendment was added to a bill in the Senate after it had passed the House.<SPAN style="mso-spacerun: yes">&nbsp; </SPAN>It seems that the City, the police department and the Houston Police Officers Union had worked together to clean up some language in the old arbitration law.<SPAN style="mso-spacerun: yes">&nbsp; </SPAN>At the last minutes of the session they had added an amendment that in essence gives HPPU the power to decide what labor organizations can have fees and dues collected for them by the city.<SPAN style="mso-spacerun: yes">&nbsp; </SPAN>From my understanding, this could have serious consequences for HPPU and others since their supplemental insurance payments, as well as dues, are presently collected for them by the city.<SPAN style="mso-spacerun: yes">&nbsp; </SPAN></STRONG></FONT></P><P class=MsoNormal style="MARGIN: 0in 0in 0pt"><o:p><FONT face="Times New Roman"><STRONG>&nbsp;</STRONG></FONT></o:p></P><P class=MsoNormal style="MARGIN: 0in 0in 0pt"><FONT face="Times New Roman"><STRONG>How this effected HPROA is that some of our members are in DROP and are not members of the majority bargaining agent, the HPPU.<SPAN style="mso-spacerun: yes">&nbsp; </SPAN>Bill Elkin testified against the amendment because it would be detrimental to our members being able to conveniently pay their supplemental insurance premiums.<SPAN style="mso-spacerun: yes">&nbsp; </SPAN>In the end it didn’t matter that he testified as the deal was already cut and the amendment passed without opposition.<SPAN style="mso-spacerun: yes">&nbsp; </SPAN>Scary how these thing happen, isn’t it?<SPAN style="mso-spacerun: yes">&nbsp; </SPAN>These complaints have been about its lateness and about a series of negative articles that they believe are inappropriate and disrespectful of HPD brothers and sisters.</STRONG></P><P class=MsoNormal style="MARGIN: 0in 0in 0pt"><o:p><STRONG>&nbsp;</STRONG></o:p></P><P class=MsoNormal style="MARGIN: 0in 0in 0pt"><STRONG>The Board will be discussing both these issues at the next meeting, <st1:date Month="4" Day="12" Year="2007" w:st="on">April 12, 2007</st1:date>.<SPAN style="mso-spacerun: yes">&nbsp; </SPAN>The meeting will begin at our usual time, <st1:time w:st="on" Hour="8" Minute="30">8:30 AM</st1:time>.<SPAN style="mso-spacerun: yes">&nbsp; </SPAN>It is open to all members and approved guests.</STRONG></P><P class=MsoNormal style="MARGIN: 0in 0in 0pt"><o:p><STRONG>&nbsp;</STRONG></o:p></P><P class=MsoNormal style="MARGIN: 0in 0in 0pt"><STRONG>Regarding the lateness of the paper, we think the problem exists with the postal service.<SPAN style="mso-spacerun: yes">&nbsp; </SPAN>It appears that our papers are not expedited because we mail our paper as bulk class.<SPAN style="mso-spacerun: yes">&nbsp; </SPAN>The postal service does not seem to care when they process this class mail.</STRONG></P><P class=MsoNormal style="MARGIN: 0in 0in 0pt"><o:p><STRONG>&nbsp;</STRONG></o:p></P><P class=MsoNormal style="MARGIN: 0in 0in 0pt"><STRONG>I recall that we had a similar problem with the old Badge and Gun when I was a Director of the Houston Police Officers Association back in the 70’s.<SPAN style="mso-spacerun: yes">&nbsp; </SPAN>We found that the Badge and Gun was left on the back porch of the downtown post office for many days, some times weeks, before anyone distributed them to our members.<SPAN style="mso-spacerun: yes">&nbsp; </SPAN>We just had to grin and bear it for a while.<SPAN style="mso-spacerun: yes">&nbsp; </SPAN>After some time, and many talks with many people including the Postmaster, the postal service made an effort to distribut the paper a little faster.<SPAN style="mso-spacerun: yes">&nbsp; </SPAN>Nelson Zoch is investigating all the problems about the distribution of the newspaper and will make a report and recommendation to the board on April 12th.</STRONG></P><P class=MsoNormal style="MARGIN: 0in 0in 0pt"><o:p><STRONG>&nbsp;</STRONG></o:p></P><P class=MsoNormal style="MARGIN: 0in 0in 0pt"><STRONG>The other issue is more problematic and is a difficult issue to address.<SPAN style="mso-spacerun: yes">&nbsp; </SPAN>To bring everyone up to date I will explain what I believe the issue is.<SPAN style="mso-spacerun: yes">&nbsp; </SPAN>A member of our association submitted a series of articles for publication in the Retired Badge iterating his thoughts about his experiences while working at the Houston Police Department. <SPAN style="mso-spacerun: yes">&nbsp;</SPAN>He has been retired for several years, so he was reminiscing about events that occurred several years ago.<SPAN style="mso-spacerun: yes">&nbsp; </SPAN>That’s fine for members to do, in fact, I encourage all who are interested to write about things that have occurred to them or that they have observed.<SPAN style="mso-spacerun: yes">&nbsp; </SPAN>Many of our members enjoy reading these stories.</STRONG></P><P class=MsoNormal style="MARGIN: 0in 0in 0pt"><o:p><STRONG>&nbsp;</STRONG></o:p></P><P class=MsoNormal style="MARGIN: 0in 0in 0pt"><STRONG>So, what is the problem?<SPAN style="mso-spacerun: yes">&nbsp; </SPAN>I believe, and all who have called or discussed this with me agree, it is not beneficial, helpful, respectful or sensitive of the feelings of others, nor in the best interest of our organization, to be disrespectful, hurtful or mean spirited while reminiscing about experiences written for publication in our Retired Badge or on our website.</STRONG></P><P class=MsoNormal style="MARGIN: 0in 0in 0pt"><o:p><STRONG>&nbsp;</STRONG></o:p></P><P class=MsoNormal style="MARGIN: 0in 0in 0pt"><STRONG>We, as a Board, are challenged by this issue to establish editorial guidelines that preserve the free flow of opinions from our membership while protecting the integrity of our association.<SPAN style="mso-spacerun: yes">&nbsp; </SPAN>The majority of the board members agree that such editorial guidelines governing the content of the Retired Badge must be established.</STRONG></P><P class=MsoNormal style="MARGIN: 0in 0in 0pt"><o:p><STRONG>&nbsp;</STRONG></o:p></P><P class=MsoNormal style="MARGIN: 0in 0in 0pt"><STRONG>Another issue has been noted that there are also some omissions in the delegated authority of the Chairperson of the Retired Badge Committee.<SPAN style="mso-spacerun: yes">&nbsp; </SPAN>These issues will be the primary issues to be discussed at the April board meeting.</STRONG></P><P class=MsoNormal style="MARGIN: 0in 0in 0pt"><o:p><STRONG>&nbsp;</STRONG></o:p></P><SPAN style="FONT-SIZE: 12pt; </SPAN>It seems that the summer has just begun and we have already had our seven <?xml:namespace prefix = st1 ns = "urn:schemas-microsoft-com:office:smarttags" /><st1:place w:st="on"><st1:City w:st="on">Houston</st1:City></st1:place> days of autumn!<SPAN style="mso-spacerun: yes">&nbsp; </SPAN>You know, those wonderfully dry cool days and nights when you could image you were in <st1:place w:st="on"><st1:State w:st="on">Colorado</st1:State></st1:place> or somewhere near there.<SPAN style="mso-spacerun: yes">&nbsp; </SPAN>Well, the temperature today was in the 90’s and we expect another two weeks of the same!</P><P class=MsoNormal style="MARGIN: 0in 0in 0pt"><o:p>&nbsp;</o:p></P><P class=MsoNormal style="MARGIN: 0in 0in 0pt">Autumn does remind us that the legislative session is right around the corner.<SPAN style="mso-spacerun: yes">&nbsp; </SPAN>Our Legislative Committee is coming together with Steve Lyons agreeing to chair the committee.<SPAN style="mso-spacerun: yes">&nbsp; </SPAN>I will be submitting his name to the Board at the October meeting where I expect they will agree that Steve will serve the HPROA well in <st1:place w:st="on"><st1:City w:st="on">Austin</st1:City></st1:place>.<SPAN style="mso-spacerun: yes">&nbsp; </SPAN>Many of you know that Steve has been the Houston Police Department’s official representative to the legislature for five sessions.<SPAN style="mso-spacerun: yes">&nbsp; </SPAN>He knows his way around <st1:place w:st="on"><st1:City w:st="on">Austin</st1:City></st1:place> and knows many of the folks there.</P><P class=MsoNormal style="MARGIN: 0in 0in 0pt"><o:p>&nbsp;</o:p></P><P class=MsoNormal style="MARGIN: 0in 0in 0pt">On another note, Chuck Smith, who has served for many years as our Entertainment Committee Chairperson, has stepped down for a deserved rest.<SPAN style="mso-spacerun: yes">&nbsp; </SPAN>This is the second election held since the adoption of our new election procedures developed under the leadership of Chuck Smith.</FONT></P><P class=MsoNormal style="MARGIN: 0pt"><o:p><FONT face="Times New Roman">&nbsp;</FONT></o:p></P><P class=MsoNormal style="MARGIN: 0pt"><FONT face="Times New Roman">The old election procedure required a member to be present at the August meeting each year to cast their vote for officers.<SPAN style="mso-spacerun: yes">&nbsp; </SPAN>As you know, the new election procedure establishes an election process that is done by mail-in ballot. <SPAN style="mso-spacerun: yes">&nbsp;</SPAN>This encourages more of the members to participate in choosing our leaders.<SPAN style="mso-spacerun: yes">&nbsp; </SPAN>I know this is a good thing for our association.</FONT></P><P class=MsoNormal style="MARGIN: 0pt"><o:p><FONT face="Times New Roman">&nbsp;</FONT></o:p></P><P class=MsoNormal style="MARGIN: 0pt"><FONT face="Times New Roman">I am a candidate for re-election as President.<SPAN style="mso-spacerun: yes">&nbsp; </SPAN>I have been honored by the membership to be elected as President of the Houston Police Retired Officers Association for the 2005-2006 term of office.</FONT></P><P class=MsoNormal style="MARGIN: 0in 0in 0pt"><o:p><FONT face="Times New Roman">&nbsp;</FONT></o:p></P><P class=MsoNormal style="MARGIN: 0in 0in 0pt"><FONT face="Times New Roman">I want to thank Ken DeFoor for his dedication and service as President during the last two years.<SPAN style="mso-spacerun: yes">&nbsp; </SPAN>His efforts, as well as preceding Presidents and Board Members, have made our Association the success it has become.<SPAN style="mso-spacerun: yes">&nbsp; </SPAN></FONT></P><P class=MsoNormal style="MARGIN: 0in 0in 0pt"><o:p><FONT face="Times New Roman">&nbsp;</FONT></o:p></P><P class=MsoNormal style="MARGIN: 0in 0in 0pt"><FONT face="Times New Roman">This election was an historic one for your Association.<SPAN style="mso-spacerun: yes">&nbsp; </SPAN>It is the first election using the new mail-in ballot process.<SPAN style="mso-spacerun: yes">&nbsp; </SPAN>Mail-in ballots provides all members the opportunity to participate in the election of their officers.<SPAN style="mso-spacerun: yes">&nbsp; </SPAN>This change resulted in the largest vote total since the creation of the HPROA ten years ago.<SPAN style="mso-spacerun: yes">&nbsp; </SPAN>This is an incredible example of our Association’s commitment to openness in the election process.<SPAN style="mso-spacerun: yes">&nbsp; </SPAN>It is a tremendous leap forward, an opportunity to truly hear the will of all the membership, regardless of where they may make their homes.</FONT></P><P class=MsoNormal style="MARGIN: 0in 0in 0pt"><o:p><FONT face="Times New Roman">&nbsp;</FONT></o:p></P><P class=MsoNormal style="MARGIN: 0in 0in 0pt"><FONT face="Times New Roman">Such a positive response will serve as encouragement to all Board Members as we face the many challenges that are being placed in HPROA’s path.<SPAN style="mso-spacerun: yes">&nbsp; </SPAN>Those challenges are being promoted by forces that seek to reduce or redefine the hard won benefits presently enjoyed by members and their survivors.</FONT></P><P class=MsoNormal style="MARGIN: 0in 0in 0pt"><o:p><FONT face="Times New Roman">&nbsp;</FONT></o:p></P><P class=MsoNormal style="MARGIN: 0in 0in 0pt"><FONT face="Times New Roman">We are challenged to find ways to overcome the negative attitudes of some locally elective and appointed officials who consider retirees and our benefits as ripe plums to pick to pay for current employee cost or for political paybacks.<SPAN style="mso-spacerun: yes">&nbsp; </SPAN>We are challenged to continue working with our state officials to protect the integrity of the Houston Police Pension System from those who would use our money to fund political goals or business interest.<SPAN style="mso-spacerun: yes">&nbsp; </SPAN>We are challenged to find an effective voice to express our specific needs and interest at the National level of government.<SPAN style="mso-spacerun: yes">&nbsp; </SPAN>Federal policies and legislation have been used to irrationally reduce benefits by unfair and misguided directives and laws.<SPAN style="mso-spacerun: yes">&nbsp; </SPAN>The most egregious being the reduction by up to one-half of Social Security benefits to all retires who retired after 1986.</FONT></P><P class=MsoNormal style="MARGIN: 0in 0in 0pt"><o:p><FONT face="Times New Roman">&nbsp;</FONT></o:p></P><P class=MsoNormal style="MARGIN: 0in 0in 0pt"><FONT face="Times New Roman">As we face the New Year, we will need greater participation by the whole membership to advise, guide and to serve with your Board and Committees as they represent you.<SPAN style="mso-spacerun: yes">&nbsp; </SPAN>We are ready for the challenge and truly ask for your continued help.</FONT></P><P class=MsoNormal style="MARGIN: 0in 0in 0pt"><o:p><FONT face="Times New Roman">&nbsp;</FONT></o:p></P><P class=MsoNormal style="MARGIN: 0in 0in 0pt"><FONT face="Times New Roman">My election to this honorable office is the greatest honor I have received in my 37 year police career.<SPAN style="mso-spacerun: yes">&nbsp;
